Budget Technician

This position is located in the Division of Maintenance and Construction at Sequoia National Park. Utilizing various tools for financial software computer programs such as Administrative Financial System (AFS4), Federal Business Management System (FBMS), and Project Management Information System (PMIS) assists with the development and execution of the Maintenance Division's budget for all applicable fund sources and compiles preliminary estimates for program managers to use towards budgeting in their various accounts. Provides ongoing analysis and evaluation of budget status to ensure that priorities and mission objectives are in accordance with established guidelines, requirements, and that expenditures are within approved funding levels. Regularly reviews accuracy of planned expenses, actual expenses, reconciles accounts and provides status of funds reports to program managers. Identifies and evaluates trends and potential problems. Researches and reconciles errors and discrepancies in accounts. Work performed will include data entry, audit, and adjustment of accounts to provide an accurate financial picture to program managers. The incumbent assists in resolving problems with higher level management and trains others in routine budgetary tasks and procedures. Additional duties include payroll and travel processing, submission of vendor payments, assisting with purchase requests, processing personnel actions, and records management. To qualify for this position you must possess at least one of the following minimum qualifications by the close of the announcement.
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
performing clerical/technical work in the budget formulation and submission process that includes assisting in projecting preliminary budget estimates, helping to prepare the initial draft of a budget for fixed costs, assisting to prepare reports using budget procedures, forms, formats, documents, reports and related requirements to compile and organize the annual operating and project budgets. You must include hours per week worked. OR Education:
Successful completion of at least one full year of graduate study in a related field such as business administration, economics, accounting, governmental budgeting, and public administration. (One year of graduate education is 18 semester hours or 27 quarter hours). You must include transcripts. -OR- Successful completion of a combination of specialized experience and graduate level education of the type and level described above. Example of a qualifying combination:
6 months of specialized experience (50% of the required specialized experience described above) and six months of graduate level classes (50% of the education requirement as described above) may qualify an applicant for this position. You must include transcripts Volunteer
Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
