Safety and Occupational Health Manager

This position serves as the Safety and Occupational Health Manager for Sequoia and Kings Canyon National Parks. The park has 550 permanent and temporary employees and hundreds of volunteers performing a wide array of law enforcement, professional trades, maintenance, administrative, scientific and educational work. Major Duties include:
Works closely with the park superintendent, supervisors, and employees to identify and mitigate threats to employee and visitor safety and to cultivate a workforce that is actively engaged in creating a safe workplace. Serves as the subject matter expert for Safety and Occupational Health Programs. Provides oversight for specific programs involving hazardous operations and activities conducted by NPS employees (blood-borne pathogens, confined space, chemical hazards, etc.) Ensures that the programs are current and compatible with DO-50B & 50C (Occupational Safety and Health Program and Public Risk Management Program), and other policies and directives. Develops comprehensive safety and health work plans on an annual basis and assists division chiefs and their subordinate supervisors with implementation of operational aspects of the plans. Develops, evaluates, and periodically revises the parks' documented Safety Plan. Serves as a member on various boards and committees intended to makes recommendations for elimination or control of hazards identified. Evaluates park operations for conformance with Federal, State and local safety and occupational health standards. Coordinates and/or conducts annual inspections in accordance with Occupational Safety and Health standards, the National Fire Prevention Association (NFPA) Life Safety Code, and other applicable standards. Leads teams in investigating all lost time incidents to help identify root causes and corrective actions, and follows up to ensure corrective action has been taken. Develops, administers, conducts and monitors safety training programs concerning a diverse array of subjects crucial for the safety and health of NPS employees. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualification by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
managing elements of a safety or occupational health program; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; or work in occupational fields such as environmental health, public health, industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Experience:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months/years, hours per week worked and salary to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies, part-time or intermittent. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
