Environmental Protection Specialist (Compliance Program Manager)

The position oversees a complex planning and environmental compliance program for Sequoia and Kings Canyon National Parks under the direct supervision of the Superintendent. The incumbent works with division chiefs to develop planning and compliance requirements, track project completion and mitigation measures, prepares scopes of work for contracts and in-house services, recruits, trains, and supervises a small staff of environmental compliance specialists and assistants, and evaluates and ensures that all federal undertakings are compliant with the National Environmental Policy Act, National Historic Preservation Act, Wilderness Act, and other relevant laws and policies. Undertakings are complex and controversial with a high potential for litigation typical of a large national park operation-including the preparation of major environmental impact statements. The incumbent organizes, leads, and manages the parks' NEPA/Section 106 compliance and works with other network parks to support their compliance and planning needs (Cesar Chavez, Devils Postpile). The incumbent is the parks Planning, Environment, and Public Comment (PEPC) coordinator and presides over the parks' Environmental Review Team.The incumbent manages multiple highly visible, multi-phased, and sometimes controversial or unique compliance projects with overlapping schedules through leadership, coordination, document preparation and review, public, tribal and interagency involvement, impact mitigation progress tracking, and administrative record development. The incumbent also works with park in-holding communities to coordinate their project compliance and works on Rights of Way for utility companies and others. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualification by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as:
serving as an advisor to management in the areas of environmental planning, natural resource management and environmental compliance relating to the protection and preservation of natural resources within a park or field office setting; oversight of the development, internal review and public involvement in the preparation of environmental compliance documentation; and providing technical expertise in all areas related to environmental protection and compliance issues for multiple locations. Experience:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
