Budget Analyst

Assists with the development, preparation, execution, and revision of the budget for the Maintenance Division of Sequoia and Kings Canyon National parks and assists the GS-11 Budget Analyst with oversight of the budget and administrative support staff. Also assists in the preparation of instructions to managers regarding funding estimates and budget planning for the coming fiscal year for a unit which includes an operating annual budget of $5,500,000
ONPS, $1,500,000
in Receipt funded accounts, and special emphasis multi-year programs consisting of various fund sources totaling $10,000,000 or more. Utilizing various tools such as Administrative Financial System (AFS4), Federal Business Management System (FBMS), Facility Management Software System (FMSS), Project Management Information System (PMIS) provides required data and assistance to program managers and unit staffs in developing budget and program planning summaries. Utilizes practical knowledge of Federal procurement, travel, and timekeeping systems frequently in the performance of duties and to provide training and guidance to support staff. Assists with execution of the current year budget, including analysis of needs, recommendation for modifications, and making allotments as needed. Checks the accuracy and adequacy of budget justification data submitted in support of budget estimates or request for allotments by comparison with source documents. Prepares data summaries for inclusion in routine and special reports on budget execution. Tabulates cost data on individual projects and applies basic budget analysis to budgetary data to illustrate the effects of changes in levels of funding for current projects. To qualify for this position at the GS-7 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service obtained in either the public or private sectors. Note:
Clerk, Assistant or Technician level work (i.e.- Budget Assistant or Budget Technician) at the GS-05 level does NOT qualify for this position, however GS 6 level would. This experience includes activities such as:
reviewing documents such as vouchers, purchase requests, work orders, and contract invoices to verify budgetary account codes and dollar amounts; requests for funds with account balances to assure that funds are available; adjusting account balances to reflect the effect of allotments, transfers, obligations, expenditures, and other actions which change the amount of funds available in accounts. You must include hours per week worked. OR EDUCATION:
Successful completion of one full year of graduate study in a related field such as business administration, economics, accounting, governmental budgeting, and public administration. (One year of graduate education is 18 semester hours or 27 quarter hours). IMPORTANT - PLEASE NOTE:

6 months of specialized experience (50% of the experience requirement), and 14 semester hours or 21 quarter hours of directly-related graduate level college study in an accredited institution (50% of the qualifying education). OR Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods:
I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies. To qualify for this position at the GS-9 grade level, you must possess the following minimum qualification by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). Please note:
Clerk, Assistant or Technician work at the GS-07 level does NOT qualify for this position, however GS 8 level would. This experience includes activities such as:
tracking expenditures by proper accounts and type; providing information on salary calculations and employment ceilings for incorporation into budget planning, preparation, and execution; analyzing and evaluating changes in program plans and funding and their effect on the budget; and preparing financial reports consistent with regulations and guidelines. You must include hours per week worked. OR EDUCATION:
Successful completion of two full years of graduate level study leading to a master's or equivalent degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration. IMPORTANT - PLEASE NOTE:

You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
