Concessions Management Specialist

The Concessions Management Specialist is a member of the Commercial Services Program of Sequoia and Kings Canyon National Parks. Under direction from the Lead Concessions Management Specialist, this position will have primary responsibility to oversee concessioner contract management and Visitor Service Standards and Classifications as part of the NPS concessions review program. The incumbent plans, schedules, and conducts evaluation visits of facilities and commercial service operations on a regular basis and collects and monitors contractual, operational and safety performance data of concessioners. With the responsibility to investigate, research, and respond to inquiries, the Concessions Specialist serves as liaison between commercial service providers and park staff. Fundamentally, the incumbent helps commercial service providers understand applicable regulations and policies while inform them of legal and procedural operating requirements that influence daily operations. The Concessions Specialist reviews, laws, regulations, and policies, and assists with the development, review, and updating of contract, operating and maintenance plans. The Concessions Specialist assists with the development of contract Asset Management, Risk Management and Environmental Management Program requirements. The incumbent is responsible for issuing Commercial Use Authorizations, including permits for in-park tours, day hiking, horseback riding, packing and overnight backpacking; Special Park Uses Permits, including permits for Special Events, weddings, and First Amendment activities. The incumbent also answers inquiries from the public, via telephone and in person, regarding permit conditions and applications. Prepares and distributes appropriate application packets to interested parties and completes mailings to permit holders as needed. The Concessions Specialist troubleshoots and develops solutions to CUA and SUP permitting issues and monitors permitted activities and events to ensure compliance with policy, laws, and regulations. Which includes:
meeting with permittees as necessary, monitoring permitted activities, issuing verbal instructions to permittees explaining the terms and conditions, contacting law enforcement if there is a violation of the permit terms. The Concessions Specialist maintains or updates, as needed, Standard Operating Procedures for Special Use Permits and Commercial Use Authorizations according to policy, law and regulations. The incumbent also prepares and distributes cost analysis for permits; processes payment transactions through the budget office and through online federal payment systems. Duties will be developmental in nature when filled below the full performance level. Promotion Potential:

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors) (Note:
GS-05 Concessions Assistant/Technician work is not creditable). Specialized experience may include:
serving as the central contact for concessions information in a concessions office; providing information such as the status of various solicitations, required formats and provisions of contracts, procedures to be followed in competing for concessions contracts or applying for permits and the status of correspondence. You must include hours per week worked. -OR- EDUCATION:
Successful completion of at least one full academic year (18 semester hours or 27 quarter hours) of graduate level education, or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., with a major in business administration, economics, marketing, business law, finance, industrial management, or other position-related fields. You must submit a copy of your transcripts; transcripts do not need to be official. -OR- SUPERIOR ACADEMIC ACHIEVEMENT:
Completion of bachelor's degree AND Superior Academic Achievement. (Superior Academic Achievement (SAA) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1) Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Grade-point average (G.P.A.)--Applicants must have a grade-point average of:
(A) 3.0 or higher out of a possible 4.0 (B or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (B) 3.5 or higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Election to membership in a national scholastic honor society. Applicants can be considered eligible based on membership in one of the national scholastic honor societies. These honor societies are listed in the Association of College Honor Societies:
Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Membership in a freshman honor society cannot be used to meet the requirements of this provision. At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors) Specialized experience may include:

Two full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree, with a major in business administration, economics, marketing, business law, finance, industrial management, or other position-related fields. (Eighteen semester hours or 27 quarter hours or the number of credit hours the school attended has determined to represent 1 year of full-time study is considered to be equal to 1 full year of graduate education.) You must submit a copy of your transcripts; transcripts do not need to be official. -OR- Successful completion of a combination of education and experience as described above. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies, part-time or intermittent.
